Another definition of big government would be government that tries to do for the people, what the people can do for themselves, especially things that the people can do better for themselves, like where to send their kids to school, or try to manage the people's health care for them.
Another good definition of big government would be government that tries to prohibit people from doing things that the government doesn't approve of, activities that might come with real risks, or things that violates the government's religious and cultural values, like sex before marriage, adultery, gambling, alcohol, sexuality, etc, even if no innocent person is actually being harmed from doing these things.
